Definition of Finished Leather

Subject: Export Import Policy, 1992-1997 Export of Finished Leather
 

In exercise of the powers conferred under section 3 of the Imports and Exports (Control) Act, 1947, the Chief Controller of Imports and Exports hereby specifies, for the purpose of the entry “ Finished Leathers, all kinds” appearing at Sl. No. 16 Para 162, Part V, Chapter XVI of the Export and Import Policy, 1992-97, that the items mentioned in column 2 of the table hereunder shall constitute “Finished Leathers” and the same may be exported without a licence but subject to the terms and conditions specified against each item in column 3 of the table hereunder.

1 Leathers namely:-
(1) Clothing Leathers.
From Cow & Buffaloes hides and calf skins
Shall be chrome/combination tanned, soft and have drape.
(A) Grain clothing/Nappa clothing/Jerkin/Jacket leather. Shall be drum dyed and finished with a protective coat, involving the following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than O. 2mm if not specified otherwise in all portions of a skin or hides excluding bellies and shanks;

(b) Dyeing: Leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;Dyed in Light Colour and distinctly different from chrome/veg/combination Tanned Crust Leather.

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;

(g) Protective Coat.

(h) Plating/Embossing or Ironing/Polishing;

(In case of leathers from E.I. stock operations of combinations tanning shall also be involved).
(B) Suede clothing/suede garment leathers. Shall be drum dyed, having suede nap on the flesh side, Grain side shall be shave and/or snuffed, involving the following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm if not specified otherwise in all portions of a skins or hide excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal Tag) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Bcarding;

(g) Buffing to produce a suede nap;

(h) Raising a suede nap by dry drumming/plush wheeling/Buffing;

(i) Shaving/snuffing of the grain;
2. From goat and sheep skins.

(A) Glazed garment/glazed nappa leathers.
Shall be drum dyed and finished with a protective coat and glazed, sort and have drape, involving the following minimum operations in manufacture:-

(a) Leveling the substance with a variation of not more then 0.2mm if not specified otherwise, in all portions of a skin or hide excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade; or leather.Dyed in Light Colour and distinctly different from chrome/veg/combination Tanned Crush Leather.

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;

(i) Glazing;
(B) Grain or nappa garment/clothing/jerkin leather. Shall be drum dyed, shall be sort and have drape. Shall be finished with protective coat involving following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide excluding bellies and shanks;

(b) Dyeing: leather treated with synthetic (Coal tax) dye/s thus imparting medium/dark shade or leather Dyed in Light Colour and distinctly different from chrome/veg/combination Tanned Crust leather.

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means

(g) Protective Coat;

(h) plating/embossing or Ironing/polishing;(In case of leathers from E.I. stock operations of combinations tanning shall also be involved).
(C) Suede clothing/sued garment/shirting suede. Shall be drum dyed, having suede nap on the flash side. Shall be soft and have drape. The grain side shall be shaved and/or snuffed.Shall involve following minimum operations in manufacture:

(a) Leveling the substance with a variation of not more than 0.2mm if not specified otherwise in all portions of a skin or hide excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Buffing to produce & suede nap.

(h) Raising a suede nap by drumming/plush wheeling/Buffing;

(i) Shaving/snuffing of the grain.
 
(D) Tie and dye leathers.
(I) Grain finished
Usually dyed on the grain side with different patterns and shades. Shall be soft.Shall involve following minimum operation in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm if not specified otherwise in all portions of a skin or hide excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing leather treated with synthetic (Coal tar) dye/s thus importing a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means.
(II) Suede finished. Shall be soft dyed on the flesh side with different patterns and shades. Shall be soft and have drape and suede nap. The grain side shall be shaved and/or snuffed. Shall involve following minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm if not specified otherwise in all portions of a skin or hide excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Buffing to produce a suede nap;

(h) Raising a suede nap by dry drumming/plush wheeling/Buffing;

(i) Shaving/snuffing of the grain.
 
(ii) Glove Leathers
(1) Dress glove fine gloving leathers.
Made from kid /lamb/sheep/goat/skins/cow/cow calf and usually chrome/aluminum/combination tanned. Shall be soft and capable of being stretched without springing back (run).Minimum run shall be 25%. Thickness shall not exceed 1mm.
(A) Grain finished. Shall be dyed to a level and uniform shade and plush wheeled on the grain.Shall involve following minimum operations in manufacture-namely:-

(a) Levelling the substance with a variation of not more than 0.2mm if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

OR

Leather dyed in light Colour and distinctly different from chrome/veg/combination tanned crust leather.

(c) Fatliquoring;

(d) Staking/Boarding;

(e) Producing a clean flesh side by mechanical means.

(f) Ironing/Polishing;

OR

Plush wheeling;

(g) Such leather will have a Wax Coat on the top.
 
(B) Suede finished Shall be drum dyed to a level and uniform shade with full penetration and have suede nap on the flesh side. The grain side shall be shaved and/or snuffed;Shall involve following minimum operations in manufacturing, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm if not specified otherwise in all portions of a skin or hide; excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: Leather treated with synthetic (Coal tar) dye/s thus impacting a medium dark shade;

(d) Fatliquoring;

(e) Staking/Boarding;

(f) Buffing to produce a suede nap.

(g) Raising a suede nap by dry drumming/plush wheeling/Buffing;

(h) Shaving/Snuffing of the grain.
2 Utility Glove leather
(A) Grain finished.
Made from kid/lamb/sheep/goat/calf skins and usually chrome/aluminum/combination tanned.Shall be level in substance and soft.Shall be drum dyed and shall be finished with a protective coat. Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Dyeing : leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(c) Fatliquoring;

(d) Staking/Boarding;

(e) Producing a clean flesh side by mechanical means;

(f) Protective Coat;

(g) Plating/Embossing;

OR

Ironing/polishing;

OR

Plush wheeling;(In case of leathers from E. I. Stock, operations of combinations tanning shall also be involved).
(B) Suede finished. Shall be level in substance and soft.Shall be drum dyed and shall be finished with a protective coat. Including splits from cow and buffalo hides. Shall be drum dyed to uniform and level shade, having suede nap on the flesh side. The grain side shall be shaved and/or snuffed.Shall involve following minimum operation in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in portions of a skin or hide, excluding bellies and shanks;

(b) Dyeing: Leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(c) Fatliquoring;

(d) Staking/Boarding;

(e) Buffing to produce a suede nap.

(f) Raising suede nap by dry drumming/plush wheeling/Buffing;

(g) Shaving/Snuffing of the grain.(in case of leathers from E. I. Stock, operations of combinations tanning shall also be involved).
(iii) Industrial Leathers Made usually from lower grade of goat/calf/sheep skins. Chrome or combination tanned and shall not shrink linearly more then 3% after 15 minutes boiling test at 100% C. Chrome content Cr. 203 minimum 2.5% based on 14% moisture.Substance minimum 0.5mm but not exceeding 0.6mm. This substance to be verified with a precision gauges where it has 100 divisions to 1mm.Shall involve following minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;

(g) Shaving/snuffing of the grain;
 
(iv) Lining Leathers
(1) From cow and buffalo hide & Calf Skins
Grain Finished
Lining leathers
Usually chrome/Vegetable/Combination tanned.Thickness shall not exceed 1mm.Shall be finished with a protective Coat.Shall involve following minimum operation in manufacture:-

(a) Leveling the substance with a variation of not more than 0.2mm if not specified otherwise in all portions of a kin or hide excluding bellies and shanks;

(b) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

OR

Leather dyed in light colour and destined different from chrome veg/combination tanned crust leather colour;

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;

(g) Protective Coat;

(h) Glazing

OR

Planting/Embossing;(In case of leathers from E.I. Stock operations of combinations tanning shall also be involved).

Note In case of Cow Hide/side Leathers Pnly, Operation

(g) of the norms i.e. Protective Coat is not to be applied for Dyeing, Leather should be treated with Synthetic (Coal tar) Dyes thus imparting a medium/dark shade.
(2) From Goat/kid/lamb/sheep skins.
(I) Grain finished lining leathers.
Usually chrome/vegetable/combination tanned.

Shall be finished with a protective coat.Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation on of not more than 0.2mm if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Dyeing: leather treated with synthetic (Coal/tar) dye/s thus imparting a medium/dark shade;

OR

Leather dyed in light colour and distinctly different from chrome/veg/combination tanned crust leather colour;

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;

(g) Protective Coat;

(h) Glazing;

OR

Planting/Embossing;(in case of leathers from E.I. Stock, operations of combinations tanning shall also be involved).
(II) Heel Grip Suede Lining Leathers. Shall be chrome/combination tanned and drum dyed having suede nap on flesh side with reasonable softness. The grain shall be shaved/snuffed. It shall undergo the following operations).

(a) Leveling with a tolerance of + 0.2mm.

(b) Combination tanning;

(c) Dyeing: Leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade.

(d) Fatliquoring;

(e) Setting;

(f) Staking/boarding;

(g) buffing to produce a suede nap.

(h) Shaving/snuffing of the grains.
(v) Miscellaneous leathers;
(1) Chamois leathers.
Made from goat/sheep skins from which the grain is removed by splitting or shaving. Tanned by processed involving oxidation of fish, marine and/or synthetic oils either solaly full. (Full oil chamois) or first aldehyde tannage and then such oils (a combination chamois). Shall be degreased, wrung out dried and buffed on Both sides to produce a velvety nap. Shall be free from dust particles as far as possible.Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more then 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Staking/Boarding;

(c) Buffing to produce a suede nap;

(d) Shaving/snuffing of the grain.
(2) Laminated leathers. Chrome/combination tanned split leathers laminated with textile, PVO or urethane transfer films. Sometimes acrylic or nitro cellulose films are also used. They are finally plated or embossed. Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide excluding bellies and shanks;

(b) Fatliquoring;

(c) Setting

(d) Staking/Boarding;

(e) Producing a clean flesh side by mechanical means;

(f) Planting/Embossing;(In case of leathers from E.I. stock, operations of combinations tanning shall also be involved).
(3) Screen/Block leathers. Made from all types of hides and skins or splits and usually chrome/vegetable/combination tanned. Screen or block printed;Printed on the grain or suede side into designs using coal tar dyes/pigments.Shall be suitably fixed so as to be fast to wet and dry rubbing.

(A) Shall involve following minimum operations in manufacture on the grain side namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks.

(b) Dyeing leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

OR

Dyeing: Leathers dyed in light colour and distinctly different, from chrome/veg/combination tanned crust leather colour.

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;

(g) Protective Coat;

(h) Glazing;

OR

Planting/Embossing; (in case of leather from E.I. stock operations of combinations tanning shall also be involved)

(B) Shall involve following minimum operations in manufacture on the suede side, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks.

(b) Combination tanning;

(c) Leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

OR

Dyeing: Leather dyed in light colour and distinctly different from chrome/veg/combination tanned crust leather colour;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Buffing to produce a suede nap;

(h) Raising a suede nap by dry drumming/plush wheeling/Buffing;

(i) Shaving/snuffing of the grain.
4. Flock Printed leathers. Made from all types of hides and skins of splits and usually chrome/vegetable/combination tanned.Flock printed: Printed on the grain or suede side with synthetic fibres (flocks) by suitable techniques.

(A) Shall involved following minimum operations in manufacture on the grain side namely:-

(a) Leveling the substance with a variation of not more than 0.2mm if not specified otherwise, in all portions of a skin or hide excluding bellies and shanks;

(b) Dyeing leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade.

OR

Dyeing leathers dyed in light colour and distinctly different from chrome/veg/combination tanned crust leather colour.

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;(in case of leathers from E.I. stock operations of combinations tanning shall also be involved ).

(B) Shall involve following minimum operations in manufacturing on the suede side namely:-

(a) Leveling the substance with a variation of not more than 0.2mm if not specified otherwise, in all portions of a skin or hide excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leathers treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

OR

Dyeing: Leathers dyed in light colour and distinctly different from chrome/veg/combination tanned crust leather colour;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Buffing to produce a suede nap;

(h) Raising a suede nap by dry drumming/plush wheeling/Buffing;

(i) Shaving/snuffing of the grain.
(5) Embossed leathers. Made from all type of hides & skins, including splits; usually chrome/vegetable/combination tanned. May be fuel grain or corrected grain. Shall be finished with a protective coat and embossed. Shall involve following minimum operations in manufacturing namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Dyeing: Leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade is optional;

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;

(g) Protective Coat;

(h) Glazing; or Planting/Embossing; (in case of leather from E.I. stock operations of combinations tanning shall also be involved).
(6) Pull-up leather Shall be drum dyed and finished with wax/oil for pull-up effect.

OR

Shall Produce a distinct pull-up effect showing a contract from the base. Leather should retrieve original colour on release.Shall involve following minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dyes thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;
(vi) Shoe upper leather
(1) From cow and Buffalo Hides and Calf skins:

(A) Aniline buff calf/Aniline cow calf/aniline side leathers.
Unless otherwise specified, shall be chrome/combination tanned. Leather processed for upper part of footwear. Drum dyed and finished with protective coat with visible grain. Shall involve following minimum operation in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: Leathers treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

OR

Dyeing: Leathers dyed in light colour and distinctly different from chrome/veg/combination tanned crust leather colour;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;

(i) Glazing;/Plating/Embossing.
(i) Semi- aniline/ aniline look/mock aniline sides or calf leathers. May be full grain or corrected grain and, finished with a protective coat.Shall involve following minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

OR

Dyeing: Leather dyed in light colour and distinctly different from chrome/veg/combination tanned crust leather colour;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;

(i) Gleaning;/Plating/Embossing;
(ii) White/off white leather. Full grain & finished with a protective coat:-

Shall involve following with minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;

(g) Protective Coat;

(h) Plating/Embossing; or Ironing/Polishing;
(B) Box/Willow/colour calf and side leather. Drum dyed and finished with protective coat.Shall involve following minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: Leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;

(i) Plating/Embossing;/Glazing
(C) Retan/corrected grain/semi chrome upper leather. May be full grain or corrected grain. Shall be finished with protective coat.

OR

Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;

(i) Plating/Embossing;
(D) Embossed printed/Zum grain upper leather. May be full grain or corrected grain and shall be finished with protective coat and embossed.Shall involve following minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

OR

Dyeing: Leather dyed in light colour and distinctly different from chrome/veg/combination tanned crust leather colour.

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;

(i) Plating/Embossing;
(E) Nappa/Softy/Booty upper leather. Shall be soft/pliable and shall be finished with protective coat. Shall involve following minimum operation in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing, leather treated with synthetic (Coal tar) dye/s thus imparting a medium/ dark shade;

Or

Leather dyed in light colour and distinctly different from chrome/vegetable/combination Tanned Crust Leather.

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;

(i) Plating/Embossing:or Ironing/Polishing;
(F) Patent/Wet look polyurethane finished leather. Shall be finished with protective Coat where topping is done with polyurethane/varnish to give a highly glossy surface. Shall involve following minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: Leather treated ; with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;Dyeing: Leathers dyed in light Colour and distinctly different from chrome/veg/combination tanned crust leather colour.

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;
(G) Shrunken grain/Relax leathers. Shrunken grain or shrunken pattern produced in tanning or in retaining or by any other suitable process and shall be finished with a protective coat.Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(f) Producing a clean flesh side by mechanical means;

(I) Metallic finish/Pearlised/Pearl finished leather. May be full grain or corrected grain. Shall be finished with a protective coat where topping is done with metallic or pearl essence lacquers.Shall involve following minimum operations in manufacture namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade; orDyeing Leathers dyed in light colour and distinctly different from chrome/veg/combination tanned crust leather colour;

(d) Fatliquoring;

(e) Setting;

(f) Staking/ Boarding;

(g) Producing a clean flesh side by mechanical means;

(h) Protective Coat;

(i) Glazing;/Plating/Embossing;
(j) Hunting calf/Suede upper/shoa suede/Rough cut imitation Sambhar leather. Shall be drum dyed to a level and uniform shade, having the required nap on the flesh side, The grain side shall be shaved and or snuffed. Thickness Shall not be less than 1.2mm.Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Staking/Boarding;

(f) Buffing/to produce a suede nap;

(g) Raising a suede nap by dry drumming/plush wheeling/Buffing;

(h) Shaving/snuffing of the grain.
(K) Burnishable leather. Shall be drum dyed and on rubbing should show a distinct gloss with a darkening of the shade giving rise to a burnishing object. When tested, should show the presence of wax.Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Producing a clean flesh side by mechanical means.

(h) Burnishable effect.
(L) Colour Nubuck Leather Shall be drum dyed to a level and uniform shade with full dye penetration and shall have velvety nap on the grain side.

(a) Leveling the substance with a tolerance of 0.2mm.

(b) Combination tanning;

(c) Dyeing leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means;

(g) Buffing to produce a suede nap on the grain.
(2) From goat/Sheep skin. Made from goat/kid/lamb/sheep skins and shall be chrome/combination tanned, unless otherwise specified, processed for upper part footwear.
(A) Aniline Upper leather Drum dyed and finished with protective coat with a visible grain.Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Producing a clean flesh side by mechanical means.

(g) Protective Coat;

(h) Glazing/Plating/Embossing
(j) Suede upper/Shoe suede upper leather. Shall be drum dyed to level and uniform shade, having suede nap on the flash side, The grain side shall be soave and/or snuffed.Shall involve the following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Combination tanning;

(c) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;

(d) Fatliquoring;

(e) Setting;

(f) Staking/Boarding;

(g) Buffing to produce & suede nap.

(h) Raising a suede nap by dry drumming/plush wheeling/Buffing;

(i) Shaving/snuffing all along the backbone (from back to tail) to a minimum width of 6” and a visible evidence of removal of grain.

(a) Fatliquoring;

Oiling

(b) Setting;

(c) Rolling.
(viii) Upholstery Leather.
(i) Nappa uphoistary Auto-mobile/Furniture/upholstery leathers.
Made from cow and buffalo hides and calf skins, goat and sheep skins.Shall be chrome/combination tanned and may be full grain or corrected grain. Shall be finished with protective coat.Shall involve following minimum operations in manufacture, namely:-

(a) Leveling the substance with a variation of not more than 0.2mm, if not specified otherwise, in all portions of a skin or hide, excluding bellies and shanks;

(b) Dyeing: leather treated with synthetic (Coal tar) dye/s thus imparting a medium/dark shade;Dyeing: Leather dyed in light colour and distinctly different from chrome/veg/combination tanned crust Leather colour;

(c) Fatliquoring;

(d) Setting;

(e) Staking/Boarding;

(f) Producing a clean flesh side by mechanical means

(g) Protective Coat;

(h) Glazing;

(i) Plating Embossing.(in case of leathers from E.I. stock, operation of combination tanning shall also be involved).


Note:-Any new type of finished leather not covered above may be permitted for export, subject to testing and certificate by the Central leather Research institute.

Definition of manufacturing operation

A-1.Cuffing – an operation to produce along flesh surface on leather by the action of an emery wheel or a cuffing machine.

A-2. Combination Tanning – Tanning with more than one kind of tanning agent, such as mineral tanning and vegetable tanning and/or syntan tanning end/or resin tanning and/or aldehyde tanning and/or oil tanning in any sense mineral tanning being compulsory.

A-3 Dyed running – The process of drumming dry leather carried out to soften the leather and/or open up nap in suede leather.

A-4 Dyeing – Treating the leather with a solution of synthetic (Coal tar) dye/s to import colour to it which is medium or dark or light and distinctly different from the colour of chrome/vegetable/or combination crust leather.

A-5 Embossing-Producing a raised pattern by pressure and heat upon the grain side of the leather. The pattern may be on a plate or roller according to the type of machine.

A-6 Fatliquoring – Treating the leather with oil and/or fat, emulsified in water for rendering leather soft.

A-7 Glazing – The process of producing a high glass by polishing grain surface of leather under heavy pressure of a roller of a gate, glass or steel.

A-8 Ironing - Process of hot pressing the finished leather with laundry iron to give the leather a smooth appearance. It may also be done by a hand iron or by an electrically heated ironing machine.

A-9 Leveling – Reducing by any mechanical means like splitting and/or shaving and/or buffing the substance of a particular side/piece of leather to uniform thickness throughout with an admissible tolerance.

A-10 Oiling – The process of rubbing oil on the grain side of wet or sammed leather with the object of making the leather soft and pliable; in the case of vegetable tanned leather also to protect the colour of tannage from darkening by oxidation.

A-11 Plating – producing a smooth grain surface of leather by pressing it on a bed with a smooth heated metal plate under pressure using a hydraulic press or roller.

A-12 Plush wheeling – A mechanical operation for producing a fine and smooth surface on leather; also carried out to get velvety appearance on the flesh side of leather by revolving action of felt or plush wheel.

A-13 Protective Coat – The protective Coat shall consist of (i) binder with pigment or (ii) binder with dye or (iii) binder with dye and pigment. The binder will consist of proteinous substances like (i) Casein or (ii) synthetic resin or (iii) A blend of protein substances and synthetic resin binder.

The protective coat will also be topped with (i) formaldehyde or (ii) formaldehyde and casein or (iii) lacquer or (iv) lacquer emulsion or (v) vivls or (vi) polyurethane’s or a combination of then depending up on the compatibility.

The protective coat shall form a uniform film which shall be fast be wet and dry rubbing as per the test specified below and shall be visible. If necessary microscopic examination, of the surface at 32 times magnification shall be carried out to detect the protective coat (see Note).

Note 1:

Binocular stereoscopic microscopic with two converging objectives (Magnifying power of each of the two eye pieces 8x and magnifying power of two objectives 4x will be required).. The object should be viewed at a total magnification of 8x4 times (32x). Stereoscopic microscope gives a three dimensional view of the object.

Leather sample to be examined placed on the stage of the microscope with the grain facing the objectives and then the surface is focussed. Two or three places in each if the five locations, namely but belly (one on each side of the back bone line) and neck or shoulder examined.

To the naked eye, the grain surface may appear to be plain, but when focussed under the microscope, innumerable depressions can be seen on the surface. These depressions are due to cleavage lines and hair press. If protective coat is sprayed on the grain surface, it will be present throughout including depressed areas and both the depressed and other areas will produce the same type of reflection which is clearly visible under the microscope. If the leather is glazed without having a protective coat, depressed areas will not be glazed due to the very narrow with of the depression as they will not come in contact with the glass slab of the glazing machine. Thus , these two areas will produce two different types of reflection.. From these reflections it can be easily detected whether protective coat is present or not. Again, if a thin protective coat, prepared with a pigment and a binder is applied on the grain surface, it is easily detectable for the presence of small solid particles.

Note 2:

The protective coat shall stand a minimum of 256 revolutions to grade 4 on gray scale (1-5) when tested on SANA rub fastness tester for both dry and wet rubbing.

A-14 Rolling – The process of subjecting heavy leather to the action of smooth brass or gun metal solid cylinder which moves on the grain surface of the leather under considerable pressure. The action makes the surface smooth end stiffens the feel. Light leathers may be same times rolled with a little pressure with the object of smoothening the grain surface but not stiffening the feel.

A-15 Setting – The process of stretching cut the leather to remove growth and fold mark as well as any coarseness of the grain thereby making the leather surface flat and smooth.

A-16 Shaving – A mechanical operation of reducing the substance of leather to uniform thickness by scrapping off layers from flesh or grain side.

A-17. Snuffing – The process of lightly buffing the grain side of leather usually done by the buffing machine, with visible evidence of removal of grain.

A-18 Staking/Boarding – The process of glazing and stretching the leather to separate fibres sticking together and thus making it soft, is staking. Boarding the leather consists in working up a grain pattern by means of a cork board or by machine. The leather is also broken up and softened by boarding.

A-19 Stuffing/Currying – Impregnation/incorporation of oils, fats, greases and waxes in leather to give it increased tensile strength, flexibility and water resistant properties.

A-20 Suede Nap – an operation to produce a velvety nap on the flesh side by buffing, using different grits of emery paper.

A-21 In case of burnishable leather, the coat will be examined by adopting the following method;

Any deficiency in the degree of mechanical operations shall not be a disqualification except in the case of Shaving *A-16), Snuffing (A-17), Buffing (A-1) and suede Nap (A-20).
