Import Licensing Notes

(1) Hazardous waste in this Chapter is permitted for import against a licence for the purpose of processing and reuse. Appendix II gives a list of the item covered under the category.

(2) For import of Mulberry Raw Silk permitted as per condition in colum No. 5 to Exim Code 500200 00, following procedure shall be adopted:
(i) Imports shall be permitted only through the ports of Calcutta, Chennai, and Mumbai.
(ii) For the purpose of verification of the grade of the imported silk, the Customs authorities shall accept the Certificate issued by any of the internationally recognised to be notified in this regard. Where there is no such cerificate the Customs authorities shall draw samples from the import consignment as per procedure prescribed by Central Silk Board and testing will be carried out by Central Silk Board as pr procedure laid down by International Silk Association.
(iii) Customs Authorities shall send weekly report to the Ministry of Textiles on the quantity and value of import of such raw silk.

(3) Agencies referred to in the licensing note 2 for issue of certificate for grade of Silk are as under:

(4) For import of Mulberry Raw Silk permitted as per condition in Column 5 to Exim Code 500200 00, shipped/despatched (as per provisons contained in para 15.14 of Handbook of Procedure Vol.1) prior to 19.5.99, the following procedures shall be adopted:
(i) The consignements accompanying a certificate for grade of raw silk of 2A and above given by any foreign certifying agency, whether specified or not in the Licensing Note 3 above (inserted vide Notification No. 9 dated 19.5.99) may be treated as of grade 2A and above and permitted to be cleared on the strength of the said cerificated without any reference to Central Silk Board (CSB).
(ii) All such above consignments imported prior to 19.5.99 shall be clealred, even if samples to determine grade of silk had already been drawn and or Central Silk Board ha schallenged/disputed the gradation as certified by a foreign inspection agency as a one time measure.

However, consignment not cerified by any foreign inspection agency and found to be below grade 2A, upon prescribed testing of samples by the Central Silk Board, are to be held as imports not permissible under import policy and shall be adjudicated by the cusoms authorities accordingly.
