Import Licensing Note 72

Metal scrap  & Hazardous waste

(1) Hazardous waste in this Chapter is permitted for import against a licence for the purpose of processing and reuse. Appendix II gives a list of the item covered under the category.

(2) In the case of import of metal scrap originating from a country affected by rebellion or war, the exporter shall furnish to the customs at the time of clearance of goods:
(i) Preshipment inspection certificate from one of the Agencies specified in Appendix 32A of the Handbook of Procedure 1997-2002 (Vol.1) (RE-98) to the effect that the consignment or any other explosive material in any form either used or otherwise; and
(ii) A copy of the contract between the importer and exporter stipulating that the consignment does not contain any type of arms, ammunition, mines or shells, cartridges, radio active contaminated or any other type of explosive material in any form either used or otherwise.

(3) (i) Import of seconds/Defectives of steel items as mentioned at s.No. 1 to 7 of Import licensing notes 3, appearing in chapter 72 of the ITC (HS) classification of export and import items, 1997-2002, shall be allowed only through customs sea port at Mumbai, Chennai and Calcutta

(ii)Import consignments of above mentioned seconds/defectives of steel items shall be accompanied by a pre shipment certificate regarding description of material, material quality, chemical analysis of the material, visual inspection, thickness and width of material and the ITC (HS) Code No. from any of the inspection agency as specified in Appendix 32A of the Hand Book of Procedures, Vol..I ,1997-2002, as amended from time to time.
