3. exercise of the powers conferred under Paragraph 4.11 of the Export & Import Policy 1997-2002, (incorporating amendments made upto 31st March, 2000) and as amended from time to time, the Director General of Foreign Trade has decided that wheat products may be exported without any quantitative ceilings for the year 2001-02 and to designate Agriculture and Processed Food Products Export Development Authority (APEDA) for the purpose of issuing Registration-cum Allocation Certificates (RCACs).

DGFT Release Coarse Grains for export during the Year 2001-2002

Director General of Foreign Trade has decided to release a quantitative ceiling of 50,000MTs ( Fifty thousand MTs ) of Coarse Grains viz. “ Grain and flour of Barley, Maize, Bajra, Ragi and Jowar ( excluding Hybrid Jowar as Kharif Crop )” for export during the year 2001-2002. The sub-allocation of above release ceiling to specified agencies is as follows:-

(a) STC : 10,000MTs
(b) STCL : 10,000MTs
(c) APEDA ( for private exporters ) : 30,000MTs

3. The above ceiling is placed at the disposal of APEDA for the purpose of issuing RCACs.

13. (i) Hand knotted carpets and Floor coverings, excluding Cotton durries and Floor coverings. 

(ii) Hande made woolen carpets including other floor covering like woollen durries, druggets, gabbas & namdhas.

Export allowed subject to production of Registration-Cum Membership Certificate from the Carpet Export Promotion Council (CEPC), New Delhi.

Export on the basis of documents against acceptance (D / A) shall not be allowed unless backed by Bank Guaranttee. However exporters having their own subsidiaries/ Trading Companies/ Office-cum- Warehouses, opened after due approval of Reserve Bank of Inida, shall be exempted from the conditions of this Public Notice subject to the fulfilment of RBI rules concerning the terms of payment.
14. i) Meat of Buffalo (both male and female) including heart, liver, tongue, offals, kidneys and other organs 

ii) Meat of Indian sheep including heart, liver, lungs, brain, tongue, kidneys and other organs. 

iii) Meat of Indian Goat including heart, liver, lungs, brain, tongue, kidneys and other organs.

(i) The export of Chilled and Frozen Meat shall be allowed subject to the provisions specified in the Gazette Notification on Raw Meat (Chilled and Frozen) under Export (Quality Control and Inspection) Act, 

(ii) Export of Meat or Offals of buffalo may be allowed on production of a certificatin from the designated veterniary authority of the State, from which the meat or offals emanate, to the effect that the meat or offals are from buffaloes not used for breeding and milch purposes. 

(iii) Export of canned meat products shall be subject to preshipment inspection either by the State Directorate of Animal Husbandary or Export Inspection Agency or Directorate of Marketing and Inspection, Government of India in accordance with either the standards prevalent in the exporting country or standards prescribed under the Meat Food Products Order, 1973 or Export (Quality Control and Inspection) Act, 1963 or orders made thereunder. 

(iv) The export of offals of buffalo shall be allowed subject to the same conditions as specified for the export of Meat of Buffalo in the Gazette Notification on Raw Meat (Chilled and Frozen) under Export (Quality Control and Inspection) Act, 1963.

20. Rice-Basmati i) Exports allowed subject to registration of contracts with the Agricultural and Processed Foods Export Development Authority (APEDA), New Delhi. 

ii) Export of empty printed gunny bags with Marketings indicating the product being Indian Basmati Rice, in whatever manner, are not permitted except when exported alongwith the consignments of Basmati Rice, in which cases also, the same shall not exceed 2% of the total number of filled gunny bags of Basmati Rice being exported. 

iii) In case of unbagged Indian Basmati Rice being exported in bulk or in bags of 50kgs or above, the exports of empty printed gunny bags with Marketings indicating the product being Indian Basmati Rice, in whatever manner, shall also be permitted to the extent of actual requirements considering the total quantity of the consignment and the sizes of the empty bags being exported.

21. Samples of goods Export of Samples shall be governed by the provisions of para 4.32 of Handbook of Procedures, Vol. I.

22. Seeds of all trees (excluding seeds of all forestry species), hedges, ornamental plants and flowers and vegetable seeds other than onion seeds. Exports permitted subject to a declaration in the form of an affidavit from the exporter taht the seed being exported is not Breeder or Foundation or Wild variety seed. In the event of the affidavit proving to be false on the basis of radom sample tests, action would be intiated against the firm under the Foreign Trade (Development of Regulation) Act, 1992.

2. In exercise of the powers conferred under Paragraph 4.11 of the Export and Import Policy, 1997-2002, ( incorporating amendments made upto 31.3.2000 ) and as amended from time to time, the Director General of Foreign Trade has decided to allocate a quantity of 10,000MTs ( Ten thousand MTs ) of Sugar out of free sale portion of 2000-2001 season’s production for export to Maldives under Articles VIII & IX of the Trade Agreement between Government of Republic of India and the Government of Republic of Maldives for the year 2001 and place the same at the disposal of Agricultural and Processed Food Products Export Development Authority (APEDA) for the purpose of issuing Registration-cum- Allocation Certificate (RCAC) to M/s Indian Sugar and General Industry Export Import Corporation Ltd., New Delhi.

(i) The export would be confined to the species which has been imported; 

(ii)The importer and exporter will be the same party / firm and the import and export will have to be effected from the same port. The scheme will be ports of Bombay, Calcutta, Madras, Vi-sakhapatnam, Kandla, Mangalore and Tuticorin; 

(iii)The export of sawn products derived from imported logs shall not exceed 60% of the imports in volume terms; 

(iv) The value addition of such exports shall be not less than 30%; 

(v) The Saw Mill of the exporter, where imported timber is sawan shall be registered with the State Forest Department and shall be located away from the forest area in a location approved by the conservator of Forets of the State Government; 

(vi) the exporter must undertake exports within a period of 6 months from the date of import; 

(vii) The export contracts shall be registered with the Chemicals and Allied Products Export Promotion Council (CAPEXIL) who will monitor them to ensure that the scheme is not abused; and 

(viii) The laws and rules framed by the Central Government and the State Government regulating timber in transit shall be followed by the exporters.

27 Plants and Plant portions obtained from the Wild and their cultivated varieties, not covered under Schedule Appendix 2 of this book, except for the extracts and derivatives, including value added herbal formulations, of such plants, for which these conditions shall not apply. (i)Export of plants and plant portions obtained from the wild will he allowed on production of a "No Objection Certificate" (NOC) from Regional Deputy Director (Wild life, or Chief Conservator of Forests or Divisional Forest Officers of the State concerned from where these plants and plant portions have been procured.

32. Export of Cashew to Russia under the Escrow Account / Rupee-debt repayment mechanism. i) Exports allowed subject to registration of contracts with the Cashew Export Promotion Council. 

ii) Quantitative / value ceilings as may be notified by Director General of Foreign Trade from time to time.
