PUBLIC NOTICE NO. 91/2003 Date: 02.09.2003

Sub: Filing of IGM-amended provision of Section 30 of Custom Act,1962.

Attention of the Steamer Agents/Shipping gents/Lines/Importers/Customs House Agents and all others concerned is invited to the Public Notice No.64/2002 dated 30.05.2002 issued by the Commissioner of Customs (General) and P. No. 82/2002 dated 12.07.2002 issued by the Commissioner of Customs (Imports) regarding submission of IGm in EDI system. Attention of all concerned is also invited to the provisions of the sub-Section 30 of the Customs Act,1962 which have been amended by the Finance Act,2003.

2. In view of amended provisions of sub-Section (1) of section 30 of the Customs Act, 1962 the existing procedure for filing of IGM prescribed vide public Notices No. 64/2002 dated 30.05.2002 and 82/2002 dated 12.07.2002 is modified as under:

3. The existing para 1.1 of P. N. 64/2002 dated 30.05.2002 shall be deleted and read as under:

"The provision of Sub Section (1) of Section 30 of Customs Act 62 as amended by Finance Act,2003 and read Import Manifest (Vessel) Regulation 1971 provide that the person incharge of a vessel carrying imported goods or any other person as may be specified by the Central Government, by notification in official Gazette, in this behalf, shall in case of vessel, deliver to the proper officer in Import Manifest prior to the arrival of the vessel, in the prescribed form."

4. In the meeting held on 02.07.2002 by the Commissioner of Customs (Imports) with the representatives of MANSA and CHA Association (BCHAA), the representatives of MANSA had agreed to ensure filing of complete IGMs for the vessels coming from Singapore, Colombo and Dubai, Karachi and JNP Ports.

5. All Steamer Agents in particular and Trade in General may note the amended provision of the Customs Act,1962 and take appropriate steps to ensure due compliance by filing IGM complete in all respect prior to arrival of the Vessel in all cases.

6. The P. No. 64/2002 and 82/2002 Mumbai Customs House referred in para I stand amended as above with immediate effect.
