Sub.: Transipment of Plant Material Consignments to ICD’s – reg.


Import of Plants and plant materials are subject to inspection at the port of entry by the Plant Quarantine Organisation as per the provisions of the Plant Quarantine regulations i.e. The Plants, Fruits and Seeds (Regulation of Import into India) order, 1989, framed under the Destructive Insects and Pests Act, 1914 in order to safeguard the National Agricultural Economy from the invasion of foreign pest and diseases. At all the International Airports/Seaports and Land Frontiers, Plant Quarantine Organisation is discharging its responsibilities in close co-operation with customs.

However, instances have come to notice that certain consignments of plant and plant materials imported in containers are being directly transhipped to various ICDs/CFS, where Plant Quarantine facilities are not available. In fact, Ministry of Agriculture has only international Airports/ Seaports and Land Frontiers as entry point for import of such plant and plant materials.

As such, all Importers, Exporters, CHAs and trade are hereby informed that transshipment of cargo containers containing plant and plant material consignments meant for propagation or consumption purpose, shall not be permitted to various ICDs/CFS except Delhi/ New Delhi without Plant Quarantine formalities at the port of landing of these containers.
