      EXIM Policy Amendments
      - Third Party Exports
      - No DFRC for Import under AU condition
      - EOUs/EPZ/SEZ Units - Performance Monitoring


In exercise of powers conferred by Section - 5 of the Foreign Trade (Development andRegulation) Act, 1992 (No. 22 of 1992) read with paragraph 1.3 of Export and Import Policy, 1997-2002 (incorporating amendments made upto 31.03.2000), the Central Government hereby makes following amendment in the Export and Import Policy 1997-2002 (incorporating amendments made upto 31.03.2000):-

1. Paragraph 4.23 shall be amended to read as under:

"Third party exports", as defined in Paragraph 3.54, shall be allowed under the Policy.

2. The following shall be added at the end of the Paragraph 7.4 (i) -

However, DFRC shall not be issued in respect of SIONs which are subject to "actual user" condition in the Hand book of Procedures (Vol-II).

3. The following shall be added at the end of the Paragraph 9.29:

The performance of E0U / EPZ / SEZ units will be monitored as per the guidelines given in Appendix-16(E) of Handbook (Vol-1).

4. The following shall be added at the end of paragraph 9.40:

The committee will also see that the wastage / manufacturing loss on gold/ silver / platinum jewellery and articles are within the overall percentage prescribed in paragraph 8.28 of Handbook (Vol.1). In case of higher wastage/manufacturing loss, the Committee should satisfy itself of the reasonableness of the same.
