Sub : Examination norms for export goods at port of export – reg.

1. Attention of all officers/filed formations / trade is invited to Circular No. 6/2000-Cus dated 23rd January, 2002, on the above subject.

The recommendation of the Export Promotion Board (EPB) regarding reduction in percentage of examination of Export consignments for faster clearance have been carefully examined by the Government, and it has been decided to revise the examination norms, keeping in view the quantum of incentives, value of export goods, the country of destination etc. Since the assessment of S/Bills in CFS (Mulund) is still being done manually, it will not be feasible to implement the examination norms in respect of export under Drawback/DEPB/EPCG/DEEC Schemes as contemplated in the above said circular which is for EDI assessment.

2. However, for free S/bills i.e. where there are no export incentives, no examination will be carried out except where there is specific intelligence.

3. Notwithstanding anything contained above, any export consignment can be examined by the Customs (even 100% examination), if there is any specific intelligence in respect of the said consignment. Further, to test the compliance by the trade, once in three months a higher percentage of consignments (say for example, all the first 50 consignments or a batch of consecutive 100 consignments presented for examination in a particular day) would be taken up for examination. Out of the consignments selected for examination a minimum of two packages, with a maximum of 5% of packages (subject to a maximum of 20 packages from a consignment) would be taken up for checking / examination.

4. The CHA’s/Export Associations/trade are requested to avail of the benefit of this Public Notice and to circulate its contents among their members.
