PUBLIC NOTICE NO. 87/2000 Date:23.08.2000

Procedure of clearance of import cargo-reg.

Attention of all importers and CHAs is invited to the Public Notice no.85/99 dated 29.07.99 regarding the procedure of clearance of import cargo from examination centres and other earlier circulars indicating the time limit to be followed by the trade/officers in this regard.

As a measure of further trade facilitation and with a view to have faster clearance of import cargo, the following procedure is laid down for presentation of import documents, examination of the goods and granting out-of-charge.

i. Regarding presentation of import documents, attention is invited to para 16.4 of the P.N. 85/99, wherein the list of documents to be submitted alongwith the EDI generated Bs/E is given. Importers and CHAs are hereby advised that Bs/E, complete with all the documents as described in para 16.4 of the aforesaid P.N., are to be presented, in the shed for registration. It is once again reiterated that the Bs/E which are complete in all respect and are enclosed with all respect and are enclosed with all the documents in original as requited, would only be taken up for registration at the respective centre.

ii. In order to expedite clearance, it is hereby informed that all the Bs/E submitted for examination between 10 a.m. and 11 a.m. will be examined and out-of-charge/report will be given by 12 noon. The Bs/E submitted between 11 a.m. to 1 p.m. will be examined and out-of-charge/report will be given by 3 p.m. Bs/E submitted between 1.30 p.m. to 4.30 p.m. will be examined and out-of-charge/report will be given by 5.30 p.m. All the CHAs and importers are advised to follow the above timings for faster clearance.

After completion of examination and out of charge of the goods covered under EDI Bs/E, the folder containing all the import documents mentioned in para 16.4 of the P.N. 85/99 should be surrendered, without any exemption, to the concerned Appraiser by CHA/importer.

In case of manual Bs/E also, the above timing will be followed for their registration. However, out-of-charge, as usual, would be given on the spot.
