Proper implementation of the DFRC Scheme introduced vide para 7.4 of the Exim Policy (1997-2002)-reg.
Attention of all the exporters/importers, CHAs and other concerned is drawn to Public Notice NO. 49/2000 dated 24.04.2000 issued by the Commissioner of Customs (EP), Mumbai, for proper implementation of the DFRC Scheme introduced vide para 7.4 of the Exim Policy (1997-2002).
2. It is noticed that description of goods in Shipping bills are deficient and incomplete in most cases and technical details, size, capacity etc.
3. It is essential that the declaration to be made by the exporter/importer on the Shipping bills/Bills of entry must be correct and proper with all details including technical specification such as make, size, capacity etc.
(I) In the case of textile fabrics the description shall include : -
(i) Type of fabrics such as shirting, sarees, dress material, upholstry fabric etc.,
(ii) Yarn in warp & weft of the fabric, pick & reed ;
(iii) GSM i.e. wt. O fthe fabric per sequare meter
(iv) Type of weave i.e. plain, courdroy, jacquard, twill etc.
(II) In case of chemicals, pharmaceuticals & other products, the description shall include composition, purify/strength etc., as also quantities of inputes used in manufacture of the export goods.
4. The packing list shall be exhaustive, containing all details such as type & nature of packages and their exact contents.
5. Samples of the goods exported under DFRC scheme shall be made available for test/analysis, in case the Customs officer in the Docks or Group considers test/analysis, necessary
Persons signing the documents an declarations shall also specify their name, designation and address alongwith his signature
6. The Public Notice Shall also be applicable to all Shipping Bills under other categories such as DEPB , DEEC, Drawback, EOU, Free S/BS etc
