Sub: Temporary Arrangement for filing of Bill of Entry / Shipping Bill by new Importer / Exporter who has applied for issuance of Permanent Account Number with the Income Tax Department – reg.

Attention is invited of all Importers, Exporters, Custom House Agent, Trade and all concerned to Public Notice No 73/2000 dated 06.07.2000 and 32/2001 dated 15.03.2001, wherein it was informed that Permanent Account No (PAN) issued by the Income Tax department would be used as the common business identifier for all Importers and Exporters and that only the validated directory received from Director General of Foreign Trade (DGFT) containing Permanent Account Number(PAN) and Importer Exporter Code (IEC) of the Importers and Exporters will be used.

Owing to some problems with the Income Tax Department Server at Mumbai, there is some delay in issuing of Permanent Account Number (PAN). This delay in issuance of PAN has in turn led to non–issuance of online Importer Exporter Code (IEC) by the Office of the DGFT, Mumbai unit. It has been informed by the Joint DGFT, Mumbai, that till such time the issue is resolved they will issue manually the Importer Exporter code (IEC) with dummy PAN. Such IEC, based on dummy PAN will not be transmitted by the DGFT to the Customs through online Message Exchange System.

Keeping in view the aforementioned problem of Importers / Exporters the following procedure is outlined till the problem of issuance of PAN by the Income Tax Department, Mumbai, is sorted out.

A new Importer / Exporter intending to file a Bill of Entry / Shipping Bill will produce a certified copy of the IEC No. with a dummy PAN issued by the Office of the Joint DGFT, Mumbai, to the Deputy Commissioner of Customs (EDI). The Deputy Commissioner of Customs (EDI) on receipt of the IEC cum dummy PAN will verify the same in the EDI System and cross check it with the EDI copy received directly from the DGFT. After confirming that the same has not been registered earlier in the EDI System, he will allow permission for filing of the manual Bill of Entry / Shipping Bill. This will purely be a temporary arrangement till the Computer System at the Income Tax Department at Mumbai gets operational and Joint DGFT office at Mumbai starts transmitting the Importer Exporter Code through Message Exchange mode.
