Sub : Assessment of prime steel sheets / coils/ plates / Tin plates etc. Instructions – reg.

It is prescribed in Bureau of Indian Standards, ASTM and other international standards that the purchaser of steel products shall obtain a proper mill test certificate from the manufacturer wherever required and the goods shall be marked with the details such as manufacturer’s name, specification, heat number, dimensions etc. Accordingly, it has been the practice to assess the consignments of H.R/C.R. steel, sheets / coils/ plates/tin plate etc., declared to be prime on the basis of a proper mill test certificate containing the details viz. heat number, quality, dimensions, chemical composition and mechanical properties etc. However, it has come to the notice that some of the importers of consignments of steel sheets / coils / plates etc. declared to be prime / stock lot are not submitting such mill test certificate and are insisting to accept their claim that the goods are prime / stock lot. In view of this situation, it is clarified that whenever consignment of H.R/ C.R. steel, sheets/coils / plates / tin plate etc., declared to be prime / stock lot are imported declaration shall be accepted if it is supported by a mill test certificate issued by the manufacturer clearly certifying the standard, heat number, quality, chemical composition, mechanical properties and any other related information in respect of individuals coils/plates packages. The officers in the Docks while examining such consignments are required to compare the details given in the mill test certificate with those marked on the goods/packages. If the importer fails to submit such a mill test certificate, the claim made by the importers that the goods are prime/stock lot may not be accepted and all such consignments shall be considered as defective. Therefore, it is once again reiterated that the importers should comply with the above requirements for expeditious clearance of their consignments.

This issues with the concurrence of Commissioner of Customs (EP) and Commissioner of Customs (General).
