Sub : Provisional assessment of shipping bills, endorsement – reg.

It has been brought to the notice that in cases where samples are drawn from the export shipments by Examining Officers at the Docks for the purpose of testing or market verification etc., shipments are allowed provisionally. EDI print out of the LEO (i.e. Shipping Bills) in such cases, does not indicate as to whether shipment is provisional. Exporters came to know about the provisional shipment only when it is pointed out to them by Customs at the time of DEPB/DEEC/DFRC verification. The matter was also raised in the Open House Meeting held under the Chairmanship of Chief Commissioner on 23.07.2004, wherein it was decided that whenever any shipment is allowed provisionally, Examining Officers should make necessary endorsement on all the copies of LEO indicating the status of shipment.

In view of above, it has been decided that in cases where shipment are allowed provisionally, necessary endorsement indicating the status of shipment as provisional and reasons in brief for making shipment provisional, should be made on all the copies of LEO (Shipping Bills). On finalization of the shipment, endorsement indicating the fact of finalization, should be made.

The Exporters / CHAs are required to get such endorsement while receiving the copies of LEO (i.e. Shipping Bills).
