Export of Sandalwood De-oiled Spent Dust


Attention is invited to the entry appearing at Sl. No. 9 of Chapter 16, Negative List of Exports, Part I, Paragraph 16.1 Prohibited items of the Export and Import Policy 1997-2002, as amended. Attention is also invited to the entry at Sl. No. 32 of Paragraph 16.2 Restricted Items (Exports Permitted under Licence) of the Export and Import Policy 1997-2002, as amended.

2. In exercise of the powers conferred under Paragraph 4.11 of the Export and Import Policy 1997-2002, as amended, the Director General of Foreign Trade hereby specifies the conditions and procedures to be followed in respect of the export of Sandalwood De-oiled Spent Dust.

3. The following categories of exporters shall be eligible for export of Sandalwood De-oiled Spent Dust:-
  1. Any State Government Undertakings or Public Sector Enterprises who obtain the De-oiled Spent Dust as one of the by-product in their manufacturing process;

  2. Exporters who directly purchase De-oiled Spent Dust from such State Government Undertakings or Public Sector Enterprises as (i) above; and

  3. Exporters who have been permitted to export Sandalwood Oil against the quantitative ceiling released each year by the Director General of Foreign Trade.
However, for category (iii) above, export of Sandalwood De-oiled Spent Dust shall only be permitted to the extent of 18 items of the quantity of Sandalwood Oil actually exported against the authorisation letters issued for export of Sandalwood Oil against the annual ceilings.

4. All such exports shall be permitted only against an Export Licence to be issued by the Directorate General of Foreign Trade.

5. Applications for grant of export licence for export of Sandalwood De-oiled Spent Dust may be made in the form given in Appendix 18A along with relevant documents to the Director General of Foreign Trade. Such applications shall be accompanied by a copy of valid Export Order / Irrevocable Letter of Credit from the foreign buyer, a copy of the valid RCMC and a copy of IE Code No. In addition to above, exporters falling in category 3(ii) above shall submit copies of purchase documents showing procurement of Sandalwood De-oiled Spent Dust from State Government Undertakings or Public Sector Enterprises who obtain the Sandalwood De-oiled Spent Dust as one of the by-product in their manufacturing process. Exporters falling in category 3(iii) above shall submit a copy of authorisation letter issued for export of Sandalwood Oil against the annual ceiling released each year by the Director General of Foreign Trade showing the quantity of Sandalwood Oil actually exported against such authorisation letter.

6. The Export Licensing Committee at the Headquarters may consider such applications on merits for issue of export licences which shall be subject to any condition as may be prescribed by the Committee.

7. Export of Sandalwood De-oiled Spent Dust shall be permitted only through the ports of Delhi, Mumbai, Calcutta and Chennai after physical verification of consignments by the concerned Regional Wildlife Warden of the Ministry of Environment & Forests.
