(1) Classification of "Odhanies" under DEPB scheme.
(2) Extension of last date for credit and debit under the erstwhile Passbook Scheme.

1. SRTEPC, Cotton Textile Export Promotion Council, and Powerloom Development Export Promotion Council have represented for incorporation of "Odhanies" in paragraph 1 of Policy Circular No.9 dated 27.5.99. The issue has been examined in consultation with the Ministry of Textile. Lt is clarified that unhemmed and / or unstitched "Odhanies" are classifiable as fabric whereas hemmed and / or stitched "Odhanies" are classifiable as madeups under the DEPB scheme.

2. Attention is invited to Policy Circular No.66(RE-98)/98-99 dated 17.2.99 regarding grant of credit under erstwhile Passbook Scheme issued under Exim Policy, 1992-97. Despite extending the time limit on number of occasion, it has been represented by the trade and industry that credit has not still been allowed.

In view of this, it has been decided to extend last date for grant credit in the Passbook Scheme upto 30th September, 1999. The last date for utilisation of the credit by debit in the Passbook shall be 31st December, 1999.

3. Attention is invited to general instructions given in paragraph 3 of Appendix-1, wherein the applicant is required to fill all columns of the application form. It has been observed that though specific columns have been prescribed for mentioning the ITC(HS) code both for imports as well as export in the relevant columns but the same are not being filled by the applicant. It is reiterated that the applicants are required to fill these columns invariably wherever they appear in the application form. Applications not complete in this regard shall not be accepted by the licensing authorities. However, for mentioning the ITC(HS) code, the applicant can avail the facility of counter assistance in the offices of Directorate General of Foreign Trade. The counter should be equipped accordingly.

This issues with the approval of DGFT.
