Import of Mulberry Raw Silk under Special Import Licence(SIL).
Attention is invited to notification No. 7 dated 13.5.99 and notification No. 9 notifying procedure for import of Mulberry Raw Silk against Special Import Licence(SIL).

2 In continuation of Policy Circular No.6 dated 19.5.99 it is further clarified that, the consignments of Mulberry Raw Silk, which were shipped (as per provisions contained in para 15.14 of Hand Book of Procedures Vol.I) prior to 19.5.99 and which were accompanied by a certificate for grade of raw silk given by any foreign certifying agency, whether specified or not, in the Notification No. 9(RE 99) 1997- 2002 dated the 19th May, 1999, may be permitted to be cleared on the strength of the said certificates without any reference to the Central Silk Board(CSB).

3 Since the procedure for certification of the grade of silk was notified only by the above-mentioned Notifications, it has been further decided that all such consignments imported prior to 19.5.99 shall be cleared, even if samples to determine grade of silk had already been drawn and/or CSB has challenged/disputed the gradation as certified by a foreign inspection agency, as a one time measure.

This issues with the approval of Director General of Foreign Trade.
