HPS Groundnut export allowed freely Sesame/ Sunflower seeds and rape seeds export under licence

Subject:- Export of HPS Groundnut, Sesamum (Sesame Seeds), Sunflower Seeds, Safflower Seeds, Rape seeds and Mustard Seeds during the licensing year 1997-98 - reg.

Attention is invited to the entry at SI. No.19 of the Negative List of Exports -Paragraph 16.2, Part II of the EXIM Policy 1997-2002, According to which exports of Seeds and Planting materials as specified under the said entry along with seeds of all oilseeds and pulses are allowed only against the export licences issued in this behalf.

2. In this connection some representations have been received as to whether the export ofHPS-Groundnut; Sesamum (Sesame Seeds), Sunflower Seeds, Safflower Seeds, Rape seeds and Mustard Seeds are allowed freely without any restrictions or whether the export of these seeds would be covered under the above referred entry of SI. No. 19 of Paragraph 16.2 of EXIM Policy 1997-2002.

3. The matter has been considered in consultation with Ministry of Agriculture. Accordingly, it has been decided that for the current licensing year of 1997 -98, the export of HPS-Groundnut shall be allowed freely without any quantitative restrictions and without any requirement of Export Licences. However, for export of Sesamum (Sesame Seeds), Sunflower Seeds, Safflower Seeds, Rape seeds and Mustard Seeds the prospective exporter may apply to Director General of Foreign Trade for grant of Export Licences as per procedure prescribed under Paragraph 11.2 of the Handbook of Procedures (vol.I) 1997 -2002.
