Revalidation of Expired DEPB Licences issued on or after 01/07/2001 in respect of Fish & Fish Products

A copy of Circular No. 45/2003-Cus. dated 4th June, 2003 issued by the Department of Revenue, Ministry of Finance, is forwarded herewith for information and necessary action. The earlier instructions issued vide DGFT letters of even number dated04/09/2002 and 03/10/2002 (copies enclosed) may be treated as withdrawn and further action shall be taken by RLAs in consultation with the concerned DRI/Customs Authorities.

2. The question of extension of expired DEPB licences in respect of Fish and Fish products due to the problem of declaration of chemical /preservatives was also subsequently raised by the Seafood Exported Association of India and the matter has also since been considered by the Advance Licensing Committee and the Policy Relaxation Committee. It has reccordingly been decided that the regional Licensing Authorities may revalidate such DEPB licences issued on or after 1/7/2001 which could not be utilized by the exporters, after the cases against them are cleared by the Customs/DRI in the light of the Customs Circular No. 45 dated 4/6/2003. The exporters shall be required to obtain clearance from Customs / DRI and submit relevant applications to RLAs by 31/3/2004. The DEPB shall thereafter be extended for a period of six months form the date of itsendorsement by RLA.

3. This issues with the approval of the Director General of Foreign Trade.
