TRADE NOTICE NO. 03/2002, Dt. 14/5/2002.

Instructions regarding issue of DEPB.



With effect from 1/5/02 all DEPBs are being issued based on applications made in Appendix.10 - C along with documents prescribed therein. The fob value in free foreign exchange as given in column No.14 of Bank Realization Certificate shall be converted to Indian Rupees as per exchange rate for exports notified by Ministry of Finance as applicable on the date of order of “Let export” by the Customs. In EDI shipping bills the Let export date is already printed. However, in manual shipping bills, this can be ascertained from DEPB copy (second copy) of the shipping bill where notes related to customs examination orders are endorsed on the back side of the shipping bill and this examination order is not endorsed on the EP copy of shipping bill. Therefore all exporters are requested to furnish the self-certified photocopy of DEPB shipping bill along with application in case of manually filed shipping bills.

It is, further reiterated that where the date of exports falls on or before 31/03/2002, in such cases the DEPB application should not be submitted along with the shipping bills where the date of exports falls on or after 01/04/2002. All exporters are requested to make separate applications for exports made during 1997-2002 Policy and exports made under 2002-2007 Policy, to avoid confusion on any account at a later stage.

Nearly two years have passed since electronic filing of advance license / DEPB / DFRC has been introduced by the DGFT. Electronic filing is already made compulsory in case of status holders. The scheme is running smoothly and wherever applications are filed electronically licenses are being issued on the same day without any mistakes. It is proposed to make electronic filing of applications compulsory for all exporters within one month and they are requested to take the password from this office and get themselves accustomed to electronic filing of applications so that transition from manual filing to electronic filing will be smoother.
