TRADE NOTICE NO: 1/AM2000 DATE: 7-4-1999


Attention of the Trade is invited to para 7.5 of the Handbook of Procedures revised upto 31st March,1999. In terms of provisions contained in the above para, the following procedures shall be adopted in this office for applications for advance licence where output input norms have not fixed:-

(A) 1. All Applicants (including status holders) seeking advance licences with actual users non-transferable condition are required to file their application in triplicate (with Appndx.IIA) alongwith the following documents:

a) Registration Certificate of the manufacturing unit in case of manufacturer exporter

Registration Certificate(s) of the supporting manufacturer(s) along with their consent letter(s).

b) Self declaration and undertaking by the applicant for the final adjustment as per Adhoc/standard Input Output Norms to be fixed by SALC.

c) Chartered Accountant Certificates for the export performance for the last three licensing Years, and

d) All other documents prescribed under the Import Policy & Handbook.

2. After generation of file numbers the second copy of the application shall be forwarded to SALC, New Delhi, for fixation of adhoc/standard norms under intimation to the party.

3. All such applications shall be received under Section Code 24,Category Code 401 for advance licence, 411 for advance intermediate licence and 42 for Special Imprest Licence.

4. Applicant is required to submit the required number of sets to SALC as per their guidelines quoting the file numbers stated above.

5. Licences shall be issued on ad-hoc basis on submission of self declaration / undertaking submitted by the applicant subject to adjustment of adhoc / standard norms that may be fixed by SALC.

6. After receipt of SALC adhoc/standard norms, licences issued under the actual user shall be called back/surrendered for such necessary adjustment as may be required and the licences shall be required to regularise the excess imports, if any, in terms of para 7.5 stated above.

B. 1. Applicants seeking adhoc licences without actual user condition shall file their Application in triplicate alongwith all required documents as per the Policy and after generation of the file number, a copy of the same shall be forwarded to SALC, New Delhi, for fixation of adhoc/standard norms.

2. All such applications shall be received under Section Code 24, Category Code 402 for Advance Licence, 412 for Advance Intermediate Licence.

3. Licences shall be issued only after receipt of adhoc/standard norms from SALC.

4. Applicants is required to submit the required number of sets to SALC as per their Guidelines quoting the file numbers stated above.

5. Application shall contain all other documents as per Policy Procedure.

This supersedes the Trade Notices No.11 dated 27.2.1998, 12 dated 13.11.1998 and 17 dated 3.2.1999.
