REVAMPED COUNTER ASSISTANCE AND R&I SYSTEM

The trade is hereby informed that the system of acceptance and delivery of applications and other receipts under various schemes and the counter assistance system in this office has been reviewed and revamped. The following procedure shall be followed in this office with effect from 27th July, 1999.

A. PRE-SCRUTINY CUM ASSISTANCE COUNTER

1. A separate Pre-scrutiny-cum-assistance counter has been opened in the first floor of this office for pre-scrutiny of all applications for Duty free licences (where norms have been fixed) and DEPB applications irrespective of the sections to which they pertain.

2. Exporters desirous of availing the facility of pre-scrutiny may file their applications at this counter between 10.30 a.m. and 12.30 p.m. on any working day. All applications, after scrutiny by the concerned sections, shall be returned against manual receipts between 2.30 p.m. and 4.30 p.m. on the next working day from the same counter.

3. All exporters can avail the benefit of counter assistance for clarifications and advice before filing their application from the Counter Assistance –cum- Facilitation cell located near this counter on the first floor. Exporters may also approach the Counter Assistance-cum-Facilitation Cell for assistance if any licence/DEPB is not ready for delivery on the due date if no information about the same is available at the concerned counter. Exporters may seek an interview with the concerned DDGFT/JDGFT through the Counter-assistance-cum-Facilitation cell. Exporters may also seek interviews with JDGFTs/DDGFTs directly through prior intimation (i.e. booked interviews) or during the normal interview hours on any working day. The FTDO in charge of the Counter assistance –cum-Facilitation cell will be available for interviews with exporters in the morning as well as in the afternoon on all working days.

B. R & I COUNTERS

1. Applications cleared in the pre-scrutiny stage can be filed in the respective R&I counters on any working day between 10.30 a.m. and 1.00 p.m. and 02.30 p.m. and 05.00 p.m. In such cases licences shall be issued within the time limit prescribed in the Handbook of Procedures from date of filing of application in the R&I counter.

2. Exporters not desirous of availing counter assistance facility laid down above may file their applications directly in the respective R&I counters between 10.30 a.m. and 1.00 p.m. on any working day. In such cases either licences shall be issued within the time limit prescribed in the Handbook of Procedures, if the application is found to be in order in all respects or the case shall be disposed off with a deficiency- cum-rejection letter within the same prescribed time limit. These cases can be re- opened for further processing only on compliance of deficiencies raised. To avoid delays in re-opening of files, exporters are advised to apply for re-opening of cases after taking care of the deficiencies raised not later than two weeks from the date of issue of a deficiency-cum-rejection letter.

3. Applications for licences/benefits/refunds against all other schemes other than Duty free licences (where norms are fixed) and DEPB shall be accepted in the respective R&I counters without any facility of pre-scrutiny. All efforts shall be made to dispose off all such cases by way of either issuance of licences etc. or deficiency-cum-rejection letters, depending upon the nature of such applications, within the time limit prescribed from the date of filing.

4. All the R&I Counters shall be opened for delivery of licences or rejection-cum- deficiency letters between 02.30 p.m. and 05.00 p.m.

5. The applications for all post-licensing requests (revalidation, E.O. extension, bond waiver, transferability, amendments, corrections etc.) shall be accepted in the respective R&I counters between 10.30 a.m and 01.00 p.m. and delivery shall be between 02.30. p.m. and 05.00 p.m.

5.a. Computerised receipts with key numbers and file numbers will be issued by the R&I counters in this office which are computerised. Efforts are being made to computerise all the R&I counters within a short time. A beginning has been made by computerising all the R&I counters located on the first floor of this office.

6. The Trade may note that submission for pre-scrutiny of an application at the Pre-scrutiny –cum-Assistance Counter will not be considered as the date of submission of application to this office. Only the date of submission of an application in the regular R&I counter will be considered as the date of application. The Counter- assistance –cum-Facilitation cell as well as the R&I counters will function under the overall supervision of the P.R.O/D.D.G.F.T (Facilitation) and any problems with regard to their functioning may be communicated to him.
