TRADE NOTICE NO. 03/2006, DATE 05/07/2005

In order to minimize the scope of deficiencies in the applications to be filed and therefore to reduce the delay in processing the applications, the exporters are requested to follow the guidelines given herein and submit their applications accordingly

 

Attention of all the members of trade and industry is invited to Public Notice No.15 and 16 (RE-05) dated 04.06.2005 and Policy Circular No. No 09 (RE-2005)/2004-2009 dt. 14.6.2005 for implementation of the scheme of DFCE for Status holders for 03-04 and Target Plus Scheme.

In order to minimize the scope of deficiencies in the applications to be filed and therefore to reduce the delay in processing the applications, the exporters are requested to follow the guidelines given herein and submit their applications accordingly.

1. A check list is hereby provided as Annexure –1 to this notice for minimizing the of deficiencies in applications to be filed. It may be ensured that all the points in the check list have been complied while filing the applications.

2. In cases where applicant claims to be eligible for benefit under both DFCE 2003-04 and Target Plus Scheme, the application for Target Plus Scheme should be submitted only after submission of application for DFCE 2003-04 since that would enable the office to compare the export turnover details in the base year i.e. 2003-04 for the Target Plus Scheme. The same should be indicated in the checklist accordingly.

3. Since it is extremely necessary that the benefit is given to only those who have realized export proceeds in their own name, a statement of eligible exports and realization of export proceeds in the Annexure 2 format will be required to be furnished, in lieu of the statement under Sr. VI of the CA/CS/ICWA Certificate in App. 17-D

4. Each page of the application should be signed by the applicant and certified by the Chartered Accountant (CA)/CS/ICWA for its correctness.

5. The applications under both the schemes are to be filed manually at the counter or by post whichever may be convenient.

6. The Committee may invite the applicant exporter for personal hearing or may grant personal hearing, if so desired by the applicant, for expeditious disposal of the applications.

7. All correspondence for availing the Schemes may be addressed to Zonal Committee in the office of the Zonal Joint Director General of Foreign Trade, Mumbai.

8. The exporters may approach Export Facilitation Cell in the Zonal office for clarifications related to the schemes, either before or after filing of the applications.

CHECK-LIST FOR APPLICANTS UNDER DFCE (’03-04) & TARGET PLUS SCHEME


1. Whether application in Appendix 17-D has been duly signed by the authorized person with his designation, office stamp and seal etc.?
