Customs procedure for shipment of export cargo to Bangladesh by the inland waterways route from Haldia Docks Complex.-Reg

The Board is in receipt of representations from shippers desiring direct shipment from Haldia Port of their products by the riverine route to Bangladesh. Under the present system, the Shipping Documents are presented to the Land Customs Department in the Office of Commissioner of Customs at Customs House, Kolkata whereas, the customs clearance of the export cargo is being undertaken at Namkhana LCS. In order to facilitate operation and to effect economy, it has been requested that the processing in Bills of Export/Shipping Bill and examination of goods by appropriate authorities may be undertaken at the mini Custom House at Haldia Dock Complex itself.

2. The proposal has been examined by the Board. It has been decided to allow movement of export cargo to Bangladesh by the inland waterways route from Haldia Docks Complex. The procedure in this regard shall be as follows:

    To facilitate the export to Bangladesh through riverine route using Haldia as a place for loading of export cargo, a designated storage place and berth will be provided within Haldia Dock Complex. The exporters will be asked to file the export documents for the purpose of effecting export to Bangladesh at Namkhana, which is an approved LCS. Customs Officers posted at Haldia will do the examination and loading of export cargo. After examination of the export cargo and loading, the Customs officers at Haldia shall seal the cargo. Thereafter, the vessel carrying export cargo can travel via Namkhana LCS enroute to Bangladesh. The Let Export Order (LEO) can be given by the officers at LCS Namkhana after inspecting the seal of Haldia Customs on the export cargo. Further processing of the export documents shall also be completed at LCS, Namkhana.
3. These instructions may be brought to the notice of all concerned by way of issuance of suitable Public Notice/Standing Orders.

4. Difficulties, if any, faced in the implementation of above instructions may be brought to the notice of the Board.
