Sub : Public Notice Nos. 62/2002-2007 and 63/2002-2007 dated 17.2.2003 on issuance of supplementary DEPBs




Vide PN 62 DGFT has notified the correction in DEPB rates effective from 1.4.2002 in Annexure I. Annexure II to PN 62 gives corrected DEPB rates for the products where amendments have been made between 1.4.2002 till 17.2.2003.

Vide PN 63 the guidelines for issuance of supplementary DEPBs have been notified as below :

i. The corrected rates are applicable to exports made against shipping bills where let export date is on or after 1.4.2002.

ii. In respect of shipping bills where application has not been made till date, the application can be made with new rates.

iii. The application for supplementary DEPBs is required to be filed in the format given in the Annexure to PN manually and the only documents required are Treasury Challan and list of file numbers of original DEPB applications. FOB value of exports and supplementary DEPB value are also required.

iv. The last date of filing application is up to 30.9.2003.

v. The exporter has following options and indicate the irrevocable option while submitting the application :

a. Separate supplementary DEPBs application for each DEPB issued earlier.

b. One consolidated supplementary DEPB for each port of registration for all the past DEPBs issued earlier (non-transferable and transferable separately).

c. In case of option (b) split up DEPBs of value nearly Rs.5.00 lacs can also be issued by Licensing Office. 

vi. There will be no cut as applicable for supplementary claims.

vii. The FOB value of supplementary DEPB shall be the same as the FOB value of original DEPBs and the FOB value already debited while utilizing main DEPBs will not be deducted from the supplementary DEPBs.

It is suggested that the application to Licensing Office is made by giving full details of DEPBs already issued in following columns :

viii. For the details in column 6 and 7 of above statement although licensing office propose to install software for automatic working of entitlement to cross-check the same, shipping bill-wise calculation should be done by the exporter.

ix. While collecting the supplementary DEPB from the Licensing Office the DEPB value, FOB value and the list of DEPBs earlier issued should be checked to avoid difficulties at the time of verification in Customs.
